No I think it was influenced by Jeff Mills' Mum who is from Glasgow and her favorite expression 'storm in a tea cup' meaning something blown out of proportion and Mike Banks connection to Monsieur Riz La Croix (Rizla purveyors of fine rolling papers) who was often heard at the local bar to say 'mon oeil!' ('my eye!' = "oh yeah?! pull the other one...it's got bells on.) said with sarcasm when you don't believe something. By happy coincidence Jeff Mills' mum and Mr Riz La Croix met got married and the rest is the "eye of the storm"...as they say.
